Pro-Palestinian Activist Mahmoud Khalil Files Federal Civil Rights Lawsuit Against Columbia University

Palestinian activist Mahmoud Khalil has initiated formal legal action against Columbia University, filing a comprehensive civil rights lawsuit in federal court in New York City. The legal complaint alleges that the prominent institution systematically failed to safeguard pro-Palestinian student activists from targeted harassment and actively engaged in retaliatory measures against them when they officially reported these hostile incidents to campus authorities.

According to the federal filing, the university exhibited what plaintiffs describe as "deliberate indifference" toward ongoing harassment directed at Khalil and other affiliated members of a campus-based pro-Palestinian organization. The complaint contends that this administrative failure directly resulted in the public doxing of numerous student organizers and ultimately paved the way for Khalil’s high-profile arrest and detention by federal immigration authorities.

Speaking to reporters at a news conference held to announce the federal action, Khalil explicitly accused Columbia's administration of practicing institutional discrimination intended to intimidate and silence Palestinian students. He stressed that the litigation was initiated to hold the university accountable, stating that no student, regardless of their background, should have to endure what he characterized as the prolonged ordeal Columbia inflicted on student organizers over the years.

Columbia University declined to address the specific allegations raised in the federal lawsuit when asked for comment. In an emailed statement, however, the institution maintained that fostering a campus environment where every community member feels safe, welcomed, and supported remains fundamental to its overarching educational identity. The university further stated that it remains dedicated to safeguarding its community from discrimination and harassment, asserting that it acts promptly and appropriately whenever such concerns are brought forward.

In addition to Khalil, the lawsuit lists the pro-Palestinian campus group and its president, Mohammad Zubairi, as co-plaintiffs. The joint complaint seeks to address widespread grievances within the student body, alleging that the university's institutional posture not only abandoned vulnerable student groups but systematically infringed upon their civil liberties and lawful right to organize peacefully.

A major focus of the legal filing involves the university’s alleged failure to intervene when pro-Palestinian students were repeatedly doxed. The lawsuit argues that by declining to take meaningful action against those publishing students' private details and targeting them for their political views, Columbia permitted an atmosphere of intimidation to flourish, placing students at substantial risk of both digital and physical harm.

Khalil, a former Columbia graduate student, initially rose to national prominence as a primary spokesperson for student-led campus demonstrations organized in protest of Israel’s military campaign in Gaza. His role as a central representative for the protest movement placed him at the center of intense public discourse, campus tensions, and national media coverage surrounding the university's handling of student unrest.

The tensions surrounding Khalil's activism escalated dramatically in March 2025, when federal agents from U.S. Immigration and Customs Enforcement detained him directly from his university-owned apartment on campus. Following that enforcement action, Khalil quickly emerged as the central figure and public face of the Trump administration's broader crackdown on pro-Palestinian demonstrators across American university campuses.

Following his apprehension on campus, Khalil was transferred to an immigration detention facility in Louisiana, where he remained incarcerated for a total of 104 days. During his prolonged confinement, he was separated from his family and missed the birth of his first child, remaining detained until a federal judge in New Jersey reviewed his circumstances and ordered his formal release from custody.

Although he was released from detention in Louisiana, Khalil's immigration difficulties are far from over. His deportation proceedings remain open and active within the federal immigration court system, subjecting him to continuous legal battles over his status in the United States while he simultaneously pursues his civil rights claims against Columbia University.

The civil rights complaint highlights the university’s actions during the period of Khalil's detention, alleging that Columbia consciously refused to correct widespread disinformation surrounding his activism and institutional standing. The lawsuit argues that this failure allowed false narratives regarding his conduct to gain traction, which in turn fueled and enabled peer-on-peer harassment against other Palestinian students as well as those perceived to be of Arab or Muslim descent.

Rather than conducting thorough investigations into the reported abuse and harassment, the lawsuit alleges that the university retaliated against the activist community. The administration allegedly began categorizing events coordinated by the pro-Palestinian student group as heightened security risks while simultaneously modifying campus disciplinary policies to specifically suppress and penalize criticism of the Israeli government.

During the Monday news conference, Khalil presented further accusations regarding the extent of the university's monitoring efforts. He stated that Columbia actively engaged in surveillance operations against pro-Palestinian student activists and contracted private investigators who were specifically tasked with tracking his movements and activities on and around campus.

The current lawsuit marks the continuation of a contentious legal history between Khalil and Columbia University. In the previous year, the former graduate student initiated separate legal proceedings against the institution in an effort to prevent administrators from disclosing confidential student educational records to a congressional committee conducting inquiries into campus protest activities.

Through their newly filed federal lawsuit, Khalil, Zubairi, and the pro-Palestinian student organization are petitioning the court for several binding measures. The plaintiffs are asking a federal judge to issue an order reinstating Khalil’s campus access, terminating the university’s suspension of the pro-Palestinian student group, and awarding compensatory financial damages in an amount to be established at trial.
